POUND SHOP PARKING?

Well, well, well ... looks like visitors to Seaton are going to have to shell out £1 for a parking disc. Admittedly it isn't really a lot of money in itself, but if (as is customary) they're dished out by local businesses it could be a bit of a pain admin. wise. Will local shops, cafes etc. have to purchase a batch up front? If so, then how much outlay will there be and how long must they wait before they get their money back? Or will HBC be happy to collect the money retrospectively? No outlay for local businesses but something else to keep track of. Will visitors be able to use discs they've picked up elsewhere in their travels or are only HBC issue discs deemed acceptable? Will the revenue raised cover HBC's administrative costs for the scheme? Answers on a postcard, please ...
